I also had this issue and could not resolve it - paypal and credit card payments both resulted in the same issue. Moderators instruct us over to a support site that has no information on the error and a secondary, dead support forum that doesn't appear to be active.
If you're attempting to use your full state when it asks for your address, try using your state's 2 letter abbreviation. I'm not sure why the box doesn't force a character limit but this appeared to fix all issues I had with purchasing via paypal and I know it's worked for a couple others as well.
I also had this problem but managed to figure it out .If you aren't living in the States or at least using American money the price will be different for you depending on where you live/what currency your using. So I simply used a coupon code to lower the price down to where I could purchase what I wanted. Hope this helps some people out!

Same here. The first day I was able to purchase some books but yesterday it failed purchasing the master subscription.
So I conntacted the support team (filled in the form) and got a ticket number via email.

Good news: They fixed the typo.
Bad news: The popup still says the exact same thing, and is incredibly useless when trying to figure out what the problem is.
