My GM has the Legendary package. Does that not give me access to it?
It doesn't allow you to create items using it, I believe. You need personal access to add it to item creation, as they are account based, not campaign based.

I believe that you are correct.
When rules/content are shared with you, via someone having a Master subscription - this means you can view those rules/content and can use the content on any of your characters that are in the campaign.
Similarly, you couldn't add Witch Bolt to a character of yours, unless it is in the campaign that is sharing with you.
Just to add - at the moment homebrew allows you to add SRD/Basic Rules spells to items as well as use Monsters, Items, Spells from the SRD/Basic Rules as templates to create new homebrew content. It's on my list to check with staff how homebrew creation will work in tandem with purchased content - once we have more info we will keep you posted.

Yeah, this definitely has something to do with how the purchased content interacts with the homebrew capabilities of the site. I bought the legendary bundle, and I can't create a new spell based off Witch Bolt, a new monster based off a Beholder, or an item based off the Rod of the Pact Keeper. I appreciate your diligence, Sorce, and I look forward to some information soon.
When creating a Homebrew magic item, the spell Witch Bolt is missing from the Add Spell list when adding spells that can be cast from the item.
Have you purchased the PHB? Otherwise, it won’t be accessible if you are using DDB with just the basic/SRD rules.

So my DM can't add it any items either and he bought the Legendary content package.
Confirming. I can't create a spell based off of Witch Bolt, either.
FYI: I was able to add Witch Bolt as a tooltip to the Description of a homebrew item, I just can't add it to the Spells section below.
