I believe I figured it out. I could have sworn that I saw that a DM can share their homebrew with anyone in their campaign, but I finally noticed that the Bard and Ranger PC's are on a subscription account, and the Paladin and Druid are on free accounts. I'm only running one campaign right now, so my sample size is small, but apparently free accounts can homebrew spells for themselves but can't access anyone else's homebrew spells even if they are in a campaign with content sharing turned on.
What's odd is I was able to share home brew items with a PC on a free account, but apparently not spells ...

I believe this is incorrect, None of my players have a sub, yet the wizard can access homebrew spells, but not the druid. I chatted on discord with a mod any they found that they also couldn't find homebrew on their own subbed druid. He promised to escalate the issue but it has not been fixed yet.
Thanks for the additional insight. Since then, I've had my Druid player homebrew the spell themselves, and that seems to work - when they create it, it's available, but when I (the DM) create it, they can't see it. Haven't had a chance to try that with the Paladin yet. Hopefully they can get it ironed out.
I'm not sure if the other thread you are referring to was mine ... I posted a few days ago about a Bard and Ranger being able to see my homebrew copies, but not a Paladin or Druid. All in the same campaign, all with content-sharing and homebrew "on".
Since then I noticed another problem with the spell lists ... I was looking at one of my Cleric PC's and saw that several of the homebrew spells I added for other classes are showing up on the cleric's available spells list. I double checked ... cleric is NOT included in the "Available for Class(es)" box.
The spells that are showing up on the cleric's list that shouldn't are copies of existing cleric spells. Ex: Made a COPY OF "Aid", renamed it, removed the existing classes including cleric, and added Bard and Ranger. The copy now shows up on the Bard and Ranger lists AND the Cleric list.
I'm having the same exact issue. When I create a new character I can see the spell for the cleric. When my partner creates one on my campaign he can't and we have homebrew enabled but it isn't published homebrew (which isn't supposed to matter).
This is an ongoing issue, over a week for sure, and no-one has acknowledged the problem as far as I know, except the Discord Mod that replicated the issue on his own account. He promised to send it up the chain of support but I haven't heard anything yet.
I have a master subscription, all players have access to homebrew material, the player in question is of the correct class and level, yet he cannot find the homebrew spell.

Do these characters have homebrew enabled?
Yup, double checked. All characters have homebrew enabled, and disabled and reenabled it just to check.
They're able to add homebrew items into inventory, just the spells are not showing up.
I saw another thread with prepare casters having issues with homebrew spells as well.

Incidentally, the Homebrew Background is showing up just fine. I'm the Cleric from Proud's campaign.

Are they all actually in the campaign? Is the spell in your “collection”?

Yes, the spell is in my homebrew collection and the player is in the campaign. In fact, he has access to my homebrew items, but not spells.
Are they playing a class that does not gain access to them?
