Not as such because magic items are designed not to interact with PC Ability scores in that way. You can totally do 1d6+N, but N has to be a fixed number. Since average Ability Modifiers for a PC are -1 to +5, the average is +2. But 1d6+2 seems a little anemic. So maybe 2d4+2?
Kidding aside, you could try to make a copy of Cure Wounds, convert it some, and attach that as a Spell to a potion that has no modifiers. I believe something like that might work.
