I just purchased the pbh license as well as the dmg and mm. I’m testing out the character builder and it only has the background options that came free with the basic rules.
Did you buy the “compendium only” or “full version” of those books? The “compendium only” does not unlock the tools in the builder. If you “just purchased” those it could just take some time to populate the builder.
