I have a free account and I think most of my players are at that level too. I have a campaign with 5 players. One of those players shows up in the main campaign window but not in the drop down menu with in the players character sheet. Also I believe that the other players cannot see the missing player. What can I do so all my players appear to each other within a campaign?

That player most likely has their character set to private. When you’re looking at the character sheet, up by the character’s name there is a little down arrow. Click/tap it and a dropdown will appear. Click/tap “preferences” (it has a cog symbol) and on the right hand side a slideout will appear. All the way at the bottom you/they can toggle it to publicly. It can also be done in the character builder at the bottom of the “home” tab.

I didn't think you could use Campaigns without a Master Tier account? I may be wroubng since I have been mostly a Master Tier user myself.
