When Multiclassing, the prerequisites for all classes must be met. The Fighter says 13 Str or Dex, the Barbarian says 13 Str. It’s not that you cannot multiclass into Fighter without the 13 Str, it’s that you cannot multiclass out of Barbarian without it.
Prerequisites
To qualify for a new class, you must meet the ability score prerequisites for both your current class and your new one, as shown in the Multiclassing Prerequisites table. For example, a barbarian who decides to multiclass into the druid class must have both Strength and Wisdom scores of 13 or higher. Without the full training that a beginning character receives, you must be a quick study in your new class, having a natural aptitude that is reflected by higher-than-average ability scores.
Im unable to multiclass in barbarian not because my Strength is too low (it's 17) but because I don't have a high enough Wisdom. It says I need a 13 wisdom to be a Barbarian, but that doesn't make sense to me. Is this a glitch, or am I missing something?
What's your current class? You have to meet the multiclassing requirements of all your classes, including your starting class. So if it requires Wisdom 13, and you don't meet that, then you can't multiclass.

Am I missing something (sorry I'm new) my rogue has 17 charisma but I can't go into bard. When I try to edit the levels Beyond is saying that my dex isn't high enough (dex is 8) so do I need to get my dex to lvl 13?
Looks like my Barbarian with 18 DEX can't multiclass into fighter because it is requiring STR 13

What are you multiclassing from? You'd need WIS 13 if you're a cleric, druid, monk, or ranger.

Yes, because you have to meet the requirement for the class you currently have (Rogue) too.
