I have a master tier account and I created a campaign with sharing on but my friend doesn't get all the content he is trying to do a paladin and its not working

Just to confirm, the paladin has joined the campaign?

Are all the available content sources checked off on his sheet?

I looked and they are but he isn't able to test it yet. What was wierd was I could select the oath but he couldn't

 You have to actively turn on content sharing for each campaign, it isn’t automatic.

I did but literally turning it off and then back on again worked for some reason

 It does sometimes.
