I created a created with set to manual hit points. I have a total of 44 hit points, but when I logged in the last two time it says I have 38. Every time I go into change it It goes back to 38, every time I take a long rest as well. Is anyone else having this problem? Do I just need to recreate my character?

When you set the HP, are you using the blue “MANAGE HP” button in the character builder, or are you using the “Override Max HP” area on the character sheet?
I've tried both, the override feature seems to keep it for the session, but it isn't a permanent change as when I come back to it the next day it was back at 34.
The proper way to do it is to use the “MANAGE HP” button.
Please do as ArwensDaughter suggested and post a link to your character sheet.
I think that Manage HP will reset on a long rest if you choose the option to reset your HP, so be mindful of that option when doing the long rest. It's intended to reset the HP in the case of something like Aid.

No, the Override is what resets like that. “MANAGE HP” is how you permanently adjust your HP on level up.

Try it. Use MANAGE HP to give yourself 5 HP. Take a long rest and ensure that the box to reset your HP is checked before confirming. It will reset your HP to the default. If you do it without that box checked, it should leave the boost alone.
I'm not sure you two are talking about the same thing. The Manage HP button in the Class section of the character builder doesn't have a button to confirm HP resetting - and that is the place where you should be setting your HP - in the Rolled HP box. Any other method is liable to be reset.

I appreciate y'all's help! I went to fix it on the manage HP section and it worked this time. I don't know what I was doing wrong before, but my HP is back where it needs to be.

There is an occasional server caching issue. Sometimes stuff like that shows as unsaved, but then 20 minutes later it shows up.

Override is meant to be temporary.
