Shouldn't there be a choice on which AC calculation you use? Either the Natural Armor of 17 or the Unarmored Defense of 10 + WIS mod + DEX mod?
On a test character with 20 DEX (+5) and 17 WIS (+3), the AC should be 18, but the sheet displays the Natural Armor only. I'm assuming the Natural Armor is being considered an "armor" and denying the Unarmored Defense, but I feel like that's not accurate.
Depends on which horse and the weight of the character and gear. The Tortle race's average weight is near the riding horse carry capacity, so any gear may offset it. War horse or draft horse is possible, but gear can still push the limit.
If I was the GM, and the weight issue was resolved (I much prefer using variant encumbrance), I'd probably add costs to the saddle for a custom one. Maybe 5 additional gp to the cost, or something like that. Nothing crazy, though.

I think it should work like barkskin--or I would, if barkskin did anything to the character sheet.

Yeah, unarmored defense should be able to override any natural armor if the calculation is higher.

I'm sorry because this is a little off topic, but how does everyone feel about a tortle riding a horse?
To race the hare with? :P I don't think there is a mechanical reason they can't.
