trying to create a custom attack for my ranger's animal companion. its a blood hawk. normally the beak attack is +4 to hit, 1d4+2 piercing damage. easy

the math works out where I should be able to make a custom attack that is +7 to hit (+4 for the base attack plus proficiency) and 1d4+5 piercing damage.
however, the custom action editor requires you to choose a stat base for the to hit roll based on MY character, not on the animal or an arbitrary value.

That is because custom actions were designed to be stuff the character could do.
The easiest way to fix that is to add a sickle to your character sheet and you will be able to customize the Attack and Damage rolls individually and change the name to reflect your companion.
in the end I had my DM make a custom item. he was able to get the damage correct but not the hit modifier for some reason. we'll just know to always add a one to it and see, if in the future my proficiency bonus changes for whatever reason, if we need to readjust the weapon as well.

There is no way to adjust the attack bonus independently from the damage bonus in the homebrewer. But if you click on that item in your inventory on you character sheet you can click “customize” and adjust those individually there. So you could just add an additional fixed modifier of 1 to the attack modifier there without it affecting the damage at all. Customizing an existing item has different options available than what is possible when creating custom actions.
