I cannot make a character using my home-brew race.

I was looking over some threads, and I think I might need a prescription to use it, but I still want to ask to make sure. thanks

You do not need a prescription, nor a subscription, to use your own homebrew. All you need to do is go on the “Home” tab of your character builder and make sure the toggle for “Homebrew Content” is on (red, to the right).
