Hey I have a level 20 wizard and no matter what I do my signature spells for level 1 and 2 spells seem to only be active when I prepare the spells and then count against my prepared spells which isn’t how that should work right? I posted a link to my character below, I have “Shield” and “Tasha’s Mind Whip,” as my current signature spells.
“Signature Spells” is a 20th level Wizard feature that lets you choose two 3rd-level spells that will always count as prepared without for free, and each one can be cast at 3rd-level for free once per Long Rest.
What you are describing is not the 20th level Signature Spells feature but instead the 18th level “Spell Mastery” feature. That is the one where you pick a 1st-level spell and a 2nd-level spell to cat at base level at will.
You seem to have gotten these features confused, which is probably the source of your misunderstanding. While the Signature Spells counts the spells you select as being always prepared for you without having to prepare them, the Spell Mastery feature does not. It only lets you cast those two spell at their lowest level at will while you have them prepared.
At 18th level, you have achieved such mastery over certain spells that you can cast them at will. Choose a 1st-level wizard spell and a 2nd-level wizard spell that are in your spellbook. You can cast those spells at their lowest level without expending a spell slot when you have them prepared. If you want to cast either spell at a higher level, you must expend a spell slot as normal.
By spending 8 hours in study, you can exchange one or both of the spells you chose for different spells of the same levels.

I hope that helps.
