The Circle of Stars druid shows incorrect charges for the Star Map feature, which lets you cast Guiding Bolt at 1st level without using a spell slot. You can do so a number of times equal to your proficiency bonus.
On my level 16 Druid, it describes the ability as usable 5 times, but only shows slots for two uses.
Circle of Stars - Star Map. This should grant a number of uses equal to your proficiency bonus. We don't currently have the facility to implement this within our tools. This is on the list for development.
I recommend, that what you guys do for the mean time to make that guiding bolt have charges that scale, is to add an action named "Guiding Bolt Charges" and let it have charges using the limited use feature, equal to the characters proficiency bonus, so that it will scale per level, and then players can keep track of how many guiding bolts they expended for that combat encounter. ^^
Its up to you whether you want to set it as an attack or not, I also recommend that you put the required level of the action so that nothing iffy happens.

So this was reported in 2018 and now its 2021 and is still not working correctly... a long rest does not reset the free use of guiding bolt per proficiency level.
yes i've been confirming long rest, without a doubt multiple times and still doesnt work.
also yeah i realized i was accidentally looking at op's "member since" date.
nevertheless it still is happening. there was a brief moment when it was reset yesterday but as soon as i clicked it to use my first free use out of two it grayed out.
I'm still seeing this as an issue. Additionally cosmic omen shows as having 4 charges but is only once per long rest.
Yes, it's still an issue; they haven't addressed it yet. (There's a lot on the list to address). Cosmic Omen, however, has a # of uses per long rest equal to your proficiency bonus, not just once per long rest. Do if your Proficiency Bonus is 4, that's correct.

I'm confused on the rules? So you can gain one charge per long rest and expend up to 4 per long rest?

No. When you finish a long rest you get to roll to determine if you get weal (even) or woe (odd) as your special reaction for the day. Whichever reaction you get you can use PB times per long rest. There are no charges, those are only on magic items.

Well... Seeing as Tasha's Cauldron of Everything released in November 2020, it's unlikely that this was reported in 2018.
As for the long rest issue, I cannot reproduce this issue on my end. Are you sure you're confirming the long rest?

problem still reoccuring on chrome.
Do you have any extensions that may be interfering? Beyond20, AboveVTT, ad-blockers, VPNs, etc.?
Just checking if this was already reported. And shockingly since 2018.
I've got Beyond20, but I've disabled it and remade the character to level 5, same results. Proficiency bonus is at 3, but only 2 uses.
It was reported in December of 2020, not 2018. (Circle of Stars wasn't a thing in 2018).
As for the proficiency bonus issue, see post #6 in this thread.
