I j created an Orc Warlord in the Homebrew Monster Creator. It is marked private and published but not showing up in my Encounter Builder which is set to "view both" in regards to "Homebrew".
The monster is in "My Homebrew Collection" and it has been posted over 24 hours ago. It has not been "shared with the public." So I'm still stumped why it is not showing up in the Encounter Builder.

While in the encounter builder, can you verify that you have Homebrew content enabled? Additionally, can you verify whether your homebrew monster is in your Homebrew collection? You can check here: https://www.dndbeyond.com/my-collection

I get a 404 on it, is that the cause?

Try re-saving the entire monster. Then wait a few minutes and check the encounter builder again.
Also, double check the filter for the encounter builder. Try making it only show homebrew to see if it becomes visible then.
