Tasha's is currently the only source for purchasing Artificer, yes. It isn't available as part of the Basic Rules or any other free documentation provided by Wizards. But you only need to purchase whatever subclass you're interested in playing, and that will include the main class. You don't need to purchase the whole book.
Re: specifically how to purchase, you'd go to the marketplace, find the book that has what you want to purchase, and open that book in the marketplace. Within any given book is listings for what individual or groups of items can be purchased from a book. So if a new subclass (which is what you'd be buying, but purchasing any artificer subclass unlocks the class as part of that purchase) is the only thing you want from a book that's mostly magic items you can buy just that subclass, for a smaller cost than the whole book. And the cost counts towards the book if later you do decide you want the rest. There's more fiddly details, but that'll get to you what you need, and people are always happy to help someone find which book something is in.
Artificer is also in Eberron, Rising from the Last War I believe.
If you buy any Artificer subclass, it unlocks the class for you.

Just to clarify for anyone who might misunderstand: Artificer subclasses can only be purchased à la carte from Tasha's now, not from Eberron the Last War. Purchasing Ebberron: Rising as a complete "source" still includes the artificer class and those subclasses that are in that source. [I know Sposta knows this; this is just to clarify for those new to DDB]
