If you make a subrace or variant of the elf race then it should automatically be qualified to use an elf feat.
If your race isn't directly connected to the current elf race then you can homebrew your own private version of the feat to work with your race. If you go to create a new feat, use the racial feat you want and remove the racial prerequisite in the options. You cannot currently add homebrew races as a prerequisite, but you can add that into the description.

I have created a homebrew feat for my homebrew subrace, and I only listed the subrace requirement in the description since apparently you can not actually add it as a prerequisite. However, it is now telling me that "You must add Prerequiste Type and Sub-Type data with the description for the prerequisite to be enforced in the character builder / sheet."
Is there any way to get around this? or somehow list the available feats within the homebrew race/subrace creation itself? Are you therefore unable to submit a feat to the community if you want a homebrew race requirement?

Is there a way to add racial feats to the Minotaur? When we started our campaign Minotaur was not official. Me and my DM took the wiki Minotaur and adjusted to make him not so OP, but he still has stuff like Labyrinth Recall and Powerful build which is not on the current official one.
Aside from the fact you shouldn't really necro threads as it's against forum rules, having the homebrew builder support custom races would be nigh impossible (certainly impractical) as it would need to pull from a dynamic list of custom races, either ones that have been published (massive but stable) or ones in your collection (smaller, but volatile). Either way would cause so many potential issues
I’d like a race I made to be able to have elf feats, however I cannot see a way of doing that. Did I miss something?

For homebrew feats, you can only select one of the existing official races on D&D Beyond as a prerequisite.
You can always state in the description text that the feat is a racial feat only for <homebrew race>.
