After purchasing tome of foes, i noticed the lack of an option in the app/website's character builder to play as an half-elf with the sub-race being eladrin to gain the fey step and season traits. is this an oversight or a deliberate limitation because I have yet to see any rule specifically stating a half-elf cannot be eladrin. you can be something as obscure as half elf aquatic (sea-elf), but not eladrin?
The variant rules for half-elves come from Sword Coast Adventurer's Guide, which was published years before Mordenkainen's Tome of Foes. There's no general rule for determining which racial traits a half-elf can inherit from its parent, and Tome of Foes didn't provide a half-elf variant for eladrin, so you're out of luck in terms of official options. It's probably not too hard to homebrew the variant yourself.
yeah, but its nothing I can use in adventurer's league. there are a few things that seem like they are vaguely outlined in tome of foes that are more fleshed out here in the character creator. so it was my hope that maybe it just hasnt been added yet. yeah it would be easy to make a variant myself but with how easy it is, it makes me wonder why they didnt do it themselves? when making a half high elf, you pick weapons training or a cantrip then you get your various stat bonuses and traits which are almost the same across all elf races. instead of doing that, it doesnt seem difficult to make something like picking weapon training or a 1/day seasonal fey step. thats literally all that would need changing. unless theres a lore reason why there cant be half-eladrin which i cant think of one. just seems like a quick fix/dumb oversight.
It's not present in the character builder because half-eladrin aren't official, as Inquisitive Coder explained. Adding it to the character builder would then create potential confusion for AL players: someone could make a half-eladrin character here, take it to an AL table, and discover that half-eladrin aren't AL legal. (Curse, who makes DDB, is not WOTC, and has no control over AL rules). If your question is why half-eladrin aren't included in MTOF, that's a question to ask WOTC.
You would need to homebrew it. Fey step is worth a feat a feat is usually interchangeable with 2 ability points. So your Eladrin half-elf can forego their skill versatility for Jump spell which is replaced by the Miaty Step spell at 5th level.
