If not, this seems a somewhat pointless resource. Players will still need the PHB to have an all encompassing view of the game. Currently this is like a dictionary but with words missing.
My understanding of this tool is that all of the D&D resources will be available, for those with coin enough. I don't know if it will be like roll20 where you buy the MM or PHB separately, or if you pay a monthly fee to access everything, or a combination of the two (i.e. you can buy certain adventure content, but the core books come with your subscription). I dunno, but I agree, it's useless without expanded features.
My understanding is that sort of thing will mostly belong in the "homebrew" category for D&D Beyond. WotC seems to be putting all their bets on 5e, and Unearthed Arcana has sought mostly to build around core mechanics, flaws and all, to adjust for rather than to correct any rough patches in the rules. That commitment makes it seem like until it's made 'canon' with a supplement, stuff from other editions is technically homebrew, which DnDB does support. :)

You can view and use everything in the Basic Rules here for free.
Everything else can be purchased - either by book or individually - in the Marketplace.
This wasn't flagged as "resolved" because that flag is only for bugs and this wasn't one. It's a requested feature that was intended to be available from the start once Wizards of the Coast gave the OK (back before they bought out this site). They gave OK and this was implemented in 2017.

DDB got permission to combine the Basic Rules with the SRD, and they just call it the “Basic Rules,” even though it’s way more than just the basic rules since it contains all of the SRD content too.
