But when I turn on homebrew for this character, I can't find 'mouse' under the creatures tab of the builder.
I don't have a subscription: I'm pretty sure that if I did, I could probably add the mouse to my homebrew collection, and then it would probably work. Can anyone confirm this?
Assuming that's right, I wanted to check: Is this intended? Given that a pet mouse is part of one of the core backgrounds in the PHB, it seems a little shitty to lock it away behind a subscription paywall when building an entry-level character like this.

Yes, you need a subscription to add public homebrew to your collection. As stormknight pointed out, there is no stat block for the mouse, it is a background equipment intended for flavor and role play, not mechanics (similar to a note from a friend that a different background would get). No part if this background is locked behind a pay wall.
What about as play charartors?? What would stats be?

2) A mouse as a player character? That's not part of official D&D rules, and I can't see how it would even be workable as homebrew. Closest I can think of that would be workable would be a wererat. Wererats also aren't an official player race, but there are several homebrew versions available here.
Helping a friend build a character.
They chose the urchin background. Trying to add their mouse Rodrigo to their character sheet.
I can find an entry for 'mouse' under the homebrew section.

There's no official stat block for the pet mouse, hence it's not available.
My best guess is that it's so small and unable to deal damage in combat, that the game designers decided that it doesn't warrant a stat block.
If the character chooses to add equipment from the background, D&D Beyond will automatically add "a pet mouse" to equipment.

Additional note: the pet mouse is added to "other equipment" not to creatures. Just to clarify.
If your DM is okay with it, you can use the rat stat block.
