It's already out and it includes character sheets for the characters that the people on the show play. In other words, you won't play as Lucas, you'll play as Lucas's character Knight or Ranger, I'm not sure which season's characters they use.
Is there any chance that they will put the Stranger Things Starter Set on D&D Beyond with the monsters and such?
Yes - It was announced in the dev update today that it will be released early next month.

D&D Beyond FoundersThe new one will follow the naming convention we've used previously to differentiate monsters of the same name.
We don't want new players running into the demogorgon in the upside down, that would prove a pretty short adventure!
