I do not see why D&DBeyond has no option for Drow (Dark Elves) in the Character Builder, I do not see what the difference is between having a Wood Elf available and not having a Drow (Dark Elf) available. In the Character Builder D&DBeyond has every race and subrace from the Player's Handbook (PHB) except Drow. Why is that?
It isn't DDB's decision. They can only make any race free if WotC makes it so. WotC released 3 free documents: basic rules, SRD, and EEPC. Most of the PHB races are in SRD/basic rules, but no drow or forest gnome.
We should just be glad that there is so much free content to play with in the first place.

You don’t. If you purchased the PHB from this website, you can access the Drow. They are talking about the “Basic Rules” which only includes about half of everything in the PHB, but it’s free.
My friend/DM has the master tier and shared with us, and still I only see the 3 subclasses of elf: eladrin / high / wood. No drow.

Content sharing only works if your character is in the campaign where the content is being shared. That's the problem here.

For most races, the basic rules only include 1 subrace. The Elves have 2 with both Wood and High elves. The Basic Rules are just a taste for free. If you want more you have to pay.

By that logic, why does any bookstore still charge for the PHB?
This website is not owned by the same company that publishes D&D. This website is more like an online bookstore that only sells digital D&D books. And they made all of these additional tools like the character builder for us to use for free with the materials we purchase.
Think of the paper books as like X-Box copies of video games, and the digital books as like PlayStation versions of the same games. This website is like Amazon, and wherever you bought your books is like GameStop. If you buy an X-Box version of a game from GameStop, would you expect Amazon to give you a free PlayStation copy of the same game? Just because the newest Call of Duty or Halo comes out, do they stop charging for the old ones?
Not to mention, the company that runs this website has to follow a specific contract with the company that publishes the game, Wizards of the Coast. They have no choice. And they worked like heck to build this website, so they deserve to get paid too.

If you are talking about the Eladrin that is available for free, that is the Eladrin from the DMG, not the Eladrin from Mordenkainen's. Apparently DDB got permission to include the DMG Eladrin for free, rather than allowing for an individual purchase of the subrace from the DMG. (The same thing is true of the Oathbreaker Paldin, I believe)
