Probably not as simple as you think. They first need a system to securely generate codes on demand for purchases so that there are no code clashes. There's also likely legal implications due codes being transferable so they need to ensure there are means in place to ensure security.

We're nearly into the futuristic year of 2020. There are multitudinous platforms and services that provide exactly this utility. As one with a modicum of experience in sourcing this type of service, I can attest that it's not >2 years worth of difficult to get sorted. It's clearly a desired feature at which users would like to throw money. As a primed and ready revenue stream (especially this time of year), I can't fathom why DDB hasn't prioritized this.
Some method of gifting would be wonderful. My group is just getting a campaign started and is mostly new players, so there has been the usual "that thing you picked from the PHB on the table at game requires a purchase to use" issue for the ones just starting out, some of whom didn't see the Cyber Monday sale.
Please add the ability to gift purchases, at least to other players in our campaigns.
I... 16th? 19th? this, and also cannot fathom why DND beyond hasn't made it a reality or at least a priority of there service. In fact, with Xmas passing by and the rise of not only this site but DND in general, I believe they will lose hundreds of thousands of dollars in revenue over this lack of service.

But do those “smallest local shops” have to worry about retail laws in a wide variety of countries?
Badeye/Adam (general manager for DDB) did recently say that implementing sales tax (as they are required to do by law in many jurisdictions) would get them closer to being able to do gift cards.
i get that it’s frustrating. Adam has clearly been frustrated by it, too. He’s well aware that it is costing them sales and that it is a wanted service. But there are apparently more issues and complications than those of us outside the company are aware of.

Those local stores aren't generating the gift cards, nor regulating them. It's the companies like Amazon or Mojang or Epic who have to build the systems, ensure they're legally compliant, and then process the request.
And it's not just technical challenges, but legal ones. Once you start making gift codes, you are creating a transferable product and that comes with additional responsibilities. Stuff like taxes, fraud prevention, returns and refunds. These are not things the smallest local shop deals with, they don't make the system, they're just a distributor.

Actually, for American companies, at least, EU requirements regarding privacy, anti trust and the like can be complicated. Not saying those regs are bad, just that they can be a heavy lift for US based companies.
Making purchasable (and thus transferable) codes is a complicated business. It requires dealing with things like generation security, tax codes, legal issues.
Yeah, I'm here hunting to see if it was an option to have a DM sub gift card. Disappointing it's not.

There's no reason to spend vast amounts of time, money, and energy when scalable cloud solutions already exist.
You would essentially keep the same system that is in place now for tracking product codes etc. Nothing there needs to change.
The only thing that really requires incorporating is a discount code at checkout that it worth $x.xx at checkout and comes off of the total.
