Yes, there is the potential of the DM or THAT GUY going public with the whole matter, if I took the private route. But in my experiences, it is unlikely that would happen. Most people, including me, don't like public confrontation. (I can see so many rolling their eyes at that statement). The real world is not Twitter, or DBB forums, where people can hide.
People don't like public confrontation, so you're thinking of privately confronting the DM with your file of evidence, expecting them to privately confront the other player, and expecting that other player not to let the other players know that hey, you know what, Vince thinks they're cheating and went to the DM? Maybe it's just me, but that feels a lot like banking on passive-aggressiveness to carry the day... and that's not really a great situation either.
That passive-aggressive approach is how much of the non-Twitter, non-DBB forum world works. And I doubt the DM would say "Vince thinks you are cheating" is what the DM would say. Now, given that there are 4 players and a DM, it does not take a math savant to figure it out.
Look, the "easiest" solution is for me to simply grin and bear it, and enjoy the game as best as I can, or quietly walk away not saying a word. I don't think I am built to do either of those.

The easiest solution seems - to me, anyway - to say something that isn't an accusation and hope that's enough to trigger a change. If it isn't, take it from there. None of your scenarios are invalidated by trying this.

It is worth a try. Once again, a delicate dance.
I laugh, and say "Do you ever miss"...I laugh again.
This show sucks. The main character is now making meta commentary about other shows, but not in a clever way, it's just pot shots about the bad reviews that other seasons have gotten.
How dare you blaspheme VSS. This is a groundbreaking show. The depth of character.
It's a story about a man. A man who knows he's on a path of self destruction, knows how to steer the ship on a different course, but just can't seem to do it. It's ironic tragedy at its finest.
And then there is the show within a show. Both literally and metaphorically about the struggles of keeping a ship on course. What the boat show imparts upon Vince, VSS imparts upon us the viewers.

It's blowing my mind.
Eh, the original was better. This sequel is just repetitive and uncreative, hitting the same story beats.
The meta-commentary is entertaining though, and who can say no to free snacks!

Vince, your DM might be different, but I'd prefer a cheater over a player that records the cheating player's roll to call them a liar and a cheat. Don't say I wouldn't be annoyed about the cheater, but cheating is a problem you can easily solve, but a player that tracks rolls like that can have a severe impact on everyone in the group. Trust me, I don't think your group will be cheering for you, they could end up not trusting you or they might even track your moves to see if you're really the player that strictly follows the rules. Or on the worse side, you could be kicked out of your table. I believe you mean a decent amount of what you say. Nobody here is trying to get you kicked out of that DM's table. But, numbers and recorded data aren't all of the facts. Also, that player could be really lucky. Those numbers don't mean that player is cheating.
