It's a Barbarian/ Rogue/ Fighter multi class build but seems well thought out... It is not a Charisma build so if you are really set on being a talker or face of the party you will need go a different route...
I agree with Erokow. I think Swashbuckler Rogue/Swords Bard with give you what you’re looking for in terms of two-weapon fighting, maneuvers, charisma benefits, and stealth.
I would suggest Swashbuckler with a 3 level dip into Hexblade. 3 levels into Hexblade Warlock would let you score a Pact + Hex Weapon to swash, and a main Hex Weapon too since they don’t have to be the same weapon and all of the Hex Weapon benefits also automatically apply to any Pact Weapon to lean into your Two-Weapon Fighting concept. It’ll also grant access to the blade cantrips which are a direct damage boost to Sneak Attack.
I've actually had this idea for a long time. It's a Battle Master/Swashbuckler that's a little like duelist. Take Riposte from Battle Master. It's about the only one you're going to use. If you're hit, use Uncanny dodge to halve the damage. If they miss, use Riposte to get a second Sneak Attack in a round. Win/Win!

I am in a dilemma between battle master and swashbuckler. I want a dex cha build.
Battle master will give me the two weapon fighting that is my character based on and good maneuvers.
Swashbuckler will give me the charisma benefits that fits to my character and better stealth. Bit of a spy.
Should I multiclass? If so, how?
Swashbuckler will likely give you the feel you want more.
If you need more than that, I'd actually suggest going Bard College of Swords for three or four levels.
