You can Dash twice in a turn if you have an ability to Dash as a Bonus Action. But remember that each time you Dash you add your max Speed to your Speed, you don't double your Speed. If your Speed is 30 and you Dash, you add 30 to your Speed. If you Dash again you add another 30 for a total of 90, not a total of 120.

I'm too lazy to do the math on what lvl monk you need to reach that, but I don't feel like that's crazy for using your whole turn, and the party wizards 3rd lvl slot+ concentration. On top of a 2 level dip into rogue and a feat.
As a high lvl high resource turn that's probably underwhelming , for example a lvl 7 wizard can cast dimension door with a lvl 4 spell slot and teleport themself and another player character 500 feet
That’s about 55 miles per hour, which is well within what seems reasonable for a horse-bodied character under the effect of magic.
Most of the time the problem you run into is people going too slowly, not too fast. A normal character (no bonus action dash or anything) can travel 60' in 6 seconds, which is 6.82 mph -- that's not even a run, that's a jog.
Also a centaur monk/rogue with dash in bonus action and mobile feat and using haste could have a speed 480 feets by turn if i understand.

Base 30 +30 monk +10 mobile X2 for haste X2 for racial X2 for feline agility giving us a grand total of 480
However, as a monk we can pop a keypoint to give ourselves dash as a bonus action, which would push us to a total of 960.
Also theres your standard action which would give you another dash for a grand whopping total of 1440, or the equivelant of 288 5 foot squares.
Now granted, you can't move consistently that fast because of feline agility imobilizing you on your next turn, but I don't think that will be a problem for you given how it will take an adult dragon 9 turns to flying dash to where you are.

If you go Monk 15/Barbarian 5 you can squeeze an extra 5 feet of movement into the base move (30 from Tabaxi, 25 from Monk, 10 from Barbarian) for a base move of 65 feet +10 from the Mobile Feet for 75 feet, × 2 for boots of speed (150), × 2 for haste (300), × 2 for Feline Agility (600). But the Dash doesn’t double your move, it essentially lets you move again. So if you Dash as an Action and a bonus action, you would move 1,800 feet.
Hi, some player think that if i can dash by a bonus action, if mean that i can dash two time i a turn.
But i think the rule is that you can only one time in a turn, the action bonus for dashing, it's only for save your action for doing other things.
I don't find the rule said you can dash only one time in a turn.

There is no limit per turn you can Dash other than the action economy. A Fighter/Rogue under Haste could even Dash up to 4 times in a turn.

It's possible without haste it's about 8,2 seconds for 100 meters, and record human is 9,58 for 100 meters but it was not a horse.
I think that could be realist.
But i think boots of speed and haste could not be add together because boots of speed it's haste spell family but at low power.
That is not true, they can be combined no problemo.
