I'm creating a magic item which is a robe that acts as though it is armor in that it provides a change to base AC (i.e. wouldn't stack with other armor/mage armor). I made it a wondrous item so that it wouldn't take on the description of the base armor and I want it to provide an armor class of 12.
My results seemed odd when equipped on the character. Note this character is not wearing any armor.
Set-> Armor Class -> Fixed Value: 12 does nothing. I would expect a base AC of 12. I'm guessing this doesn't work because it's not armor. (bug maybe?)
Set-> Unarmored Armor Class -> Fixed Value: 12 does adds a +12 Unarmored bonus which is stacking with my base ac. I would expect it to set my AC to 12 instead while not armored.
Bonus -> Armor Class -> Fixed Value ->: 2 adds +2 as a magic bonus (undesired because it stacks with armor)
Bonus -> Armored Armor Class -> Fixed Value -> 2 adds +2 as a magic bonus (undesired because it stacks with armor)
Using Set -> Armor Class -> Fixed Value: 2 seems closest to what I'm trying to achieve.
Am I misunderstanding some of these terms and is there any better way to achieve this?
As I understand it, you want for this to set the AC to 12, and ignore the possible DEX bonus.
To solve your problem, you can use the “set-unarmored AC-Fixed value” solution, adding as well another modifier of “Ignore-DEX bonus unarmored AC”.
This will make it so that when unarmored the AC will be 12, and not take into account the DEX modifier (that’s how I solved a similar problem I had when making a STR based Monk subclass).

Add Modifier >> Set >> Unarmored Armor Class >> Fixed Value >> 2
This will set the AC calculation to: AC 12 + Dex
I assume you want to still allow Dex modifier since it is a robe not armour.
However, if you did want it to block Dex then use:
Add Modifier >> Set >> Armor Class >> Fixed Value >> 12

Monks have an AC calculation in place of 10 + Dex + Wis. You are using "set" so you would be trying to "set" the AC to "10 + 2 + Dex".
Try Bonus >> Unarmoured Armour Class >> Fixed Value 2, let us know if that does it or not.

hey you seem like you got this figured out pretty good. im having trouble adding a +2 STR and a +2 DEX bonus.
i can get it to change my AC when i attune to it
but i cant get the 2 stat changes. could you help me with this?
“Modifier—>Bonus” “Modifier Subtype—>Ability Score” ”Fixed Bonus—>2”
That will let you add bonuses, do this twice, once for Str, once for Dex. This will add 2 to each up to a maximum of 20.
