Well this is embarrassing, I completely forgot about that. That's what I get for answer questions before my coffee kicks in. I'll fix my original reply
The encounter tool is currently in beta and thus requires a subscription to access
I assume you mean certain aspects, because you don't need a subscription to use the character builder or to use Avrae. You need a subscription to use other peoples' homebrew, but not to make your own.

Mistakes happen. You do have a limited amount of encounters you can make without a subscription though (I believe the number is 8).

To answer OP's question, there is currently nothing in early access. When new features and tools are released in Alpha build subscribers have the first crack at them. In the early days, this was exciting cause there were new features and tools being released in alpha for us subscribers to test and give feedback on. We haven't had early access to anything new in a while now though.
I am thinking of getting a subscription not sure if it`s worth it there are other things i like to make but can not make them like a cat people things like that. if i get subscription will i be able to make thing canters things like that right now i am free can not make them at this time. will it possible to do so if i get this?

You can make homebrew races, like cat people, without a subscription. Subscriptions don't change anything about what you can an cannot do with the homebrew tools.
Hero tier subscriptions provide the following benefits:
unlimited characters
unlimited encounters
subscribers' perks (typically a free background, dice, or the like each month one is subscribed...I'm not sure how consistent they've been about this lately
In theory, early access to new tools/new features. But we haven't seen any such new features in quite some time
(added later thanks to Linklite’s reminder) ability to add published homebrew to your collection for use in your characters and campaigns.
Master tier subscriptions include all of the above, plus the ability to share content.

What are the current tools you can get early access on with a subscription?
I can't find anything.

Does it? I thought that had changed and non subscribers currently have access, but are limited to how many encounters they can build.

I am so ready for them to take the Encounter Builder out of Beta and update it a bit more.
