I'm sure I'm overthinking this but if an arcanaloth wants to summon another arcanaloth it states :"An arcanaloth has a 40 percent chance of summoning one arcanaloth". What would I need to roll to succeed in summoning another arcanaloth? 40% or higher or 40% or lower? I'm inclined to think you would have to roll over 40% for it to be successful. Same question about failing. I had something the other day that said it had a 5% failure rate, so I had it fail if I rolled a 5 or below. Was that right? Thanks for any input.

Roll 1d100. If the number is 1-40, they summon one arcanaloth. If the number is 41-100, they do not. This gives you a 40 out of 100 chance of summoning - 40%.
If you had to roll higher than a 40, that would be a 60 out of 100 chance of summoning, which gives you a 60% chance of summoning.
A d100 is good for illustrative purposes because it maintains the percentages (so you can see how it works in general), but at the table I'd actually either use a d10 and have 4 or below succeed in summoning an Arcanaloth, or roll a d20 have an 8 or below succeed, depending on what dice I have to hand.
Both of those maintain the same likelihood, but involve rolling fewer dice and you're more likely to have them to hand.
