For me, winter starts on the 1st of December, which means autumn ("fall" for our American friends) ends on the 30th of November. And we were told, "The [Project Sigil] closed beta kicks off this fall".
They never said everyone would have access in the fall - only that it would start in the fall. There are a number of folks who said they received their beta keys already, indicating it did, in fact, start already.
This is fairly standard for closed betas - open the floodgates to everyone too early and you might overwhelm the system and fail to get meaningful data and stress testing.

In the US, the Start of Winter is on the Winter Solstice (December 21st), so Autumn is still going, but to your point...
The Project Sigil Beta stated in the Autumn as they suggested. I received a Key from a NYC D&D Company that had one left and were giving it away on their Discord (I happened to win).
So the Beta is ongoing, and I'm assuming as they get more feedback they will roll it out to more people for a wider group of testers and more feedback.

I am sure there are certain levels of NDA in place, so you possibly cannot answer this but one thing I really want to know, is can you access the game purely from inside a browser (same as Maps and other VTTs like Foundry), or do you have to install and run a local client app?

Which "The game" are you talking about? If you mean the DDB VTT, the 'Maps' link under the 'tools' dropdown leads to the beta for it and it runs in the browser (although there is likely a phone app version too for the DDB phone app)

I wish I could share more but I don't want to risk losing access by directly violating the agreement not to give details. Anything that they want shared at the present time, they have already shared. All I am willing to share are my feelings on using it, which is very positive for anyone who likes that kind of interface.

I would expect the building portion to require a client, but when the build phase is done I would expect a browser to be able to access it so the players can interface with it, so I think we'll see a hybrid environment. Now I have zero knowledge just looking at how I expect it to work from videos they have released.

It's not impossible -- Unreal Engine can run in a browser -- but they've never said a thing about the VTT doing so. All their discussion of system support (consoles, phones) has been about client software.
I've had access to codes for over a month now. But the client hangs and dies on my laptop (it's old and not good) so I have been unable to experience it at all.
