As someone who is new to D&D Beyond and hasn't bought any additional content for this site, I don't know what features (if any) are turned on and off when I slide the "Eberron Content" bar.
I didn't know if this was a bug or just me being stupid.
If you purchase Wayfinder's Guide to Ebberon from the marketplace and turn Ebberon content on it will allow you to select the Ebberon races and other features. Much like how turning Critical Role on lets you select the Blood Hunter.

That I know of, no. They just kind of show up magically. If you really want a quick answer the bugs and support section typically gets a quick answer from a mod. But given enough time, one should pop up here for you.
I just flowed through the bugs and support page real fast and saw this Ebberon Bug Reports post here. The Ebberon content option may help with DMs who own the Ebberon content and are content sharing, but don't want to use the Ebberon content. Keeping it off will stop you from having access to it when a DM who is content sharing with you doesn't want you to use it. I'm again, not 100% sure though.

We're all listed on the rules & guidelines page - just check the "last active" on the profile page of a moderator.
It's also a matter of timezones - Filcat & I tend to be the most active at answering questions on the forums and we both live in Europe, so this thread started at around 3am for us. :)

Can you see the Wayfinder’s compendium if you go to Sources and choose it, or are you just seeing it in the character builder? Wayfinder’s character options are still considered UA (as they were released both in the Wayfinder’s guide AND as UA). So if you have the “play test content” toggle on in the builder, the races will show up even if you don’t have Wayfinder’s. (I don’t have Wayfinder’s and I can see them under these conditions). I wish the Eberron toggle when off would shut down Eberron UA content, but it doesn’t.

EDIT: There might be an additional weapon or something but I'm really not sure.
I do not believe so. Would have to wait on a moderator to comment on that particular part though.

The Eberron toggle on the builder is supposed to shut off Eberron content.

That must be it then! It also counts as Playtest Content which toggles the races.
