Turning content sharing on or off won’t affect YOUR characters if you’ve only used elements that you have purchased here on D&D Beyond. If content sharing is turned off in a campaign, players in that campaign will no longer have access to any non-free character options they don’t own themselves. If they have used elements through content sharing, those elements will remain on their sheets, but they won’t be able to access additional items, and they won’t have access to features available through leveling up further.
I presume you know this already, but for the sake of clarity, content sharing is only an option if someone in the campaign has a Master Tier subscription.

I'm wondering if the content shared can be used in functions of DnD beyond like character creation or encounter builder. for example if I'm in a campaign and the DM, (with master tier sub.) shares Volos guide, would a kobold become an available race for character creation in DnD beyond?
If your DM owns Volos, a Kobold will become available at character creation if you followed the invite link they sent you. Outside of the campaign, you only have access to the basic rules and other resources you have purchased for your own account as well as homebrew you have added to your collection.
So my DM shared content like a lot of books via the campaign but he didn't turn content sharing off and he bought a lot of races and I'm not able to create characters of the same races I just wanted to ask why that is if anybody knows

You have to create the character inside the campaign where content sharing has been turned on. Are you doing that?

Ok, so if I block all of the adventures, they can't read the adventures, but they can still see the items and creatures?
