I am creating a one shot idea for my group and was planning on having a rogue as the final boss. For a party of 5 what level should they all be to vs a lvl 20 rogue.
That can vary quite a bit. Monster CR is based on damage and HP, etc. Character levels help determine some of that stuff, but is otherwise independent from it.
Normally a character is roughly as strong as a monster 1/3rd its CR. But I have made a rogue build that converted into a monster was way stronger than CR7 (can't remember the actual CR).
I've had many enemy boss npc's setup like how you're doing it. I would say the pc's should at level 4-6, if there are any "aids" major ways hindering the boss I would say give the players clues to that intel, just don't make it plain as day.

" The Shadow Monarch is the ultimate expression of a "One Man Army" even in a team Setting his minions would act as meat shields for the allies while going on the Offensive, maybe in future version I will develop tactics and formations for the minions so the minions and party won't easily be decimated by random monsters or even the character's current enemies."

A single Sneak Attack from a level 20 Rogue is capable of outright killing (with no death saves) a PC of level 4 - 6. In a one shot, this may be okay, but keep in mind the Rogue will likely be dropping a character per round (assuming he has the ability to get advantage/sneak attack on attacks and the PCs don't negate it) with just a Sneak Attack, no other class features considered.
On the other hand, if the PCs negate his ability to get advantage (and the Rogue doesn't have allies for sneak attack benefits), it cuts out a major damage source for the Rogue and the fight may become trivial. The entire difficulty of the encounter hinges heavily on that.
You may want to include some small, lower-tier (respawning/constantly joining the fight?) monsters assisting the Rogue specifically so that the Rogue can use them to gain Sneak Attack if the PCs don't kill them.

Players in D&D have high damage and low HP compared to monsters. As pointed out by Beowulfe, a level 20 rogue can straight up one-shot most PCs.
I would consider taking the rogue as a base, but then reducing its damage and upping its HP / resistances.
