The “Basic Rules” available here also include the SRD^ content which is substantially more* than the official Basic Rules.^^ For example, the actual basic rules only include the Cleric, Fighter, Rogue, and Wizard classes with a single subclass for each, the Life Domain, Champion, Thief, and Evoker respectively. None of the other classes were included in the actual Basic Rules, those were added through the SRD content. As was the Grappler feat which is not actual included in the official Basic Rules at all, but was folded into the DDB version with the rest of the SRD content.
In addition, the content from the EEPC^^^ is also freely accessible on DDB, which includes some of the spells that ended up in Xanathar’s as well as additional races/subraces. (Aaracokra and Goliath races, the Genasi race and all four subraces, as well as the Deep Gnome subrace.) Some of those were reprinted in either Volo’s Guide or Mordenkainen‘s Tome.
So quite a bit more than just the Basic Rules are free content on DDB, including Grappler.

Your character needs to be already in the campaign where content sharing is active. If they are already in that campaign, make sure that whoever's doing the content sharing does actually have it turned on, that their master tier subscription hasn't run out, that they actually own that material. They can try turning content sharing off and back on again.

While I see plenty of additional Feat options under Manage Feats (because my DM already has bought and paid for all of the supplements), I don't see Spell Sniper. I do see others, including Adaptive, Blade Dancer, even Weapon Specialist, but not Spell Sniper (which is from the PHB).

If the DM's subscription is up to date and content sharing for that campaign is on, confirm that the character you're trying to update is in the campaign. Also check with others in the campaign to see if they're also not seeing paid options that ought to be shared.

Sounds like your issue is that the content isn't being shared to your character. Pocketmouse already mentioned things to check that your character is in a campaign that has content sharing turned on (you can tell because it will say "content sharing enabled by [username]").
If it is, have the master tier subscriber that enabled sharing (probably DM) to turn sharing off then back on.
I think there are a few free unearthed arcana feats if you turn playtest content on.

I'll suggest that "Boomer's Last Resort" option, the old "turn it off, then turn it back on" trick.
When will boomers learn to try that first instead of as a last resort? It solves a surprising amount of problems.
Yeah, that solved the problem. For whatever reason, DNDBeyond couldn't see the linked material.
Leaving the campaign and returning made them reappear.
