I would really love to be able to create articles, and I would use my power only for good. (Maybe... I am Chaotic Good, after all) Does anybody know how to forward this request to whoever decides whether to let someone post articles?

In the Site Rules and Guidelines linked to on every page of the forums at the top is a list of the site staff / moderators. Contact one of them.
Or try asking somebody who writes articles to put you in contact with the right people.
Or use the Contact Us link on the bottom of every page.

I'm pretty sure that James Introcaso and James Haeck, who both write for D&D Beyond, have answered this one in the past by saying something like, "don't contact us, we'll contact you, if you're writing good articles that are reaching audiences."
In short - as others have said, write some great articles and publish them elsewhere. Build up a reputation, then make sure that you're contactable!
