If you talk about the spell Find Steed, it's a Paladin exclusive so no, your fighter can't.
Unless a Paladin cast the spell in a Ring of Spell Storing and then, your warrior will be able to cast it.
For the Giant Eagle choice, the DM will accept or not as Fattsgalore say.
another answer: Try Polymorph maybe ? seem easier that way , many classes can cast it and you could choose Giant Eagle if the target is at least as powerful (CR/level)
There is no official spell named Summon Steed and no Homebrew spell listed with this name either. Are you referring to the spells Find Steed and Find Greater Steed? Or Phantom Steed?
I have to ask, especially since Fattsgalore says this spell you're referring to says it's up the DM and none of these spells do.
The Find Steed spells are for Paladins only. Fighters cannot select these. None of them allow a Giant Eagle mount.
Phantom Steed only creates a "horselike creature" which you otherwise get to decide the appearance of. It uses the stats of a riding horse so cannot be used to make anything like a Giant Eagle. This is a Wizard spell so an Eldritch Knight might be able to use it.
There's conjuring spells that don't summon steeds, but could be used to conjure a Giant Eagle or something with the stats of one, like Conjure Animals and Conjure Fey. However, these are Druid/Ranger and Druid/Warlock spells respectively and not something a Fighter can take. Also, with these spells you don't choose the beast conjured. The DM makes that choice, although it is common for DMs to agree to player requests of what is summoned. Admittedly it's not clear the DM chooses because it doesn't explicitly says such beyond saying the DM has the creature stats (which is redundant, since it's part of the DMs job to have stats for anything that is not your character). However, it is the DM who chooses because the spell doesn't say you choose the beast, so that automatically leaves it to the DM. Sage Advice clears this up.
This is the most help I can give without knowing what spell you mean - since the spell you mention is not official and is not homebrew listed on this site.
I will say, in closing, that while the answer is mostly "no" - a DM is free to make exceptions, so talk to the DM.

No, it isn't. There is no spell called Summon Steed in PHB or any other official book released.
Either you are getting the name wrong from other spells that have Steed in the name or a different spell (see my previous post) or it's homebrew from a different site, or is unpublished homebrew being shared with you via campaign content sharing.
I have all content unlocked except the Theros book coming in June and the Rick & Morty adventure which doesn't have new spells.

Your vitriol is not needed and largely irrelevant. You were even confused yourself, evidently by saying "It's up to the DM. Literally says so in the spell." There is no such detail in Find Steed.
My post, which is very obviously the only one that has triggered you, was detailing that I cannot find any official spell, so could not help on it if it happened to exist somewhere else. I added info on the Find Steed and Find Greater Steed in case he meant those and about the conjuration spells since he's specifically querying about a Giant Eagle. I also mentioned about Phantom Steed, the only official spell they could take without multiclassing, that would provide him a steed, just not a Giant Eagle one.
I also added that that was the limit of my help since the spell they mentioned was not official. If it was homebrew they could provide details and perhaps the spell actually could be taken by an Eldritch Knight if it turned out to be a wizard spell, or if a ritual it could maybe be taken by the Ritual Caster feat. It was an inivtation to get more details if it was homebrew, so I could help further.
If it turned out to be Find Steed or such, well, I've covered those, and they knows the right name so when they do check with their DM that DM will know exactly what they're referring to. So, it's always helpful to get clarity.

I cannot know the intent of the query - were they looking for "can I do this using RAW?"? If so, that answer can be given, and was. And in case that is not the query, I did mention they can talk to their DM to have exceptions.
My second post clarifying the spell summon steed isn't in PHB or any official book is because they have replied to the thread which mentions Find Steed etc and instead of going "yeah it was that spell" they insisted that it was in PHB. My posts was to show them it wasn't - if they are in a campaign somebody might have this as a homebrew spell and since homebrew is automatically shared with everyone in a campaign without needing subscriptions or content sharing enabled - and since there is nothing detailing a listing as homebrew it is possible they have come across this spell without realising it is homebrew. It's a possibility, so I was checking if that's the case.
You may be fine with answering "Check DM" for every question asked, but some people including myself don't ask the question for an answer like that. Most of us already know there's the DM as the option, we ask because we want information. We might not even be in a campaign. We want to know what we can do within the normal rules. Heck, we might not even be in a game yet and so have no DM to ask, and just want to know what could be possible for when we do join a game someday. So sometimes a reply of just "Check DM" with no attempt to even try to offer details or explanation or anything - is not helpful at all and usually quite frustrating.
This is why we discuss RAW when answering questions like these. And it's why, in cases like this, we want to be clear on what is being asked and referred to in order to ensure we can provide the best help we can. Let's not villify people trying to help just because you, personally, don't agree with helping in that way.

Your right its "find steed" i must have gotten some spells mixed up.
Ah, no worries. Well, I hope my post earlier helped explain that.
If the DM will let you take those spells I'd try for Greater Steed. One of the options is a Griffin which, in my opinion, look so much cooler than a giant eagle, as a mount.

Okay cool! My DM let me choose the dragon knight custom subclass ( https://www.dndbeyond.com/subclasses/369708-dragon-knight ) so i can just use the dragon from that. Thanks though.
