The title really says it, my friend when he started playing saw it as a big thing that warlock gets all of his spell slots back in short rest and he thought warlock had only two spell lots of the highest of Lvl meaning he could cast 2 Lvl 9 spells per short rest. well, he read it and is now considering to ask if he could get his mystic arcanum back on short rest. would it be too much? any thoughts or ideas
In honesty it really is that time tested adage of "It's up to you as DM".
The classes have been built to balance (as best they can) with the rest of the classes as well as to scale with the likly encounters one may get at any given level.
Personally I wouldn't allow a Warlock at my table to refresh this on a short rest. They are already getting a "free spell" once every long rest. The Warlock might not get many spell slots, but they do get power behind all of their spells and they also manage to refresh these on a short rest already. They also get Eldritch blast as a cantrip, which if you are now at level 11 he's getting three beams of D10 damage without expending a slot.
I'd also want to know why. Why does the player feel the need to get that extra spell slot? Are they wasting all of their spells during simple encounters? Is it character driven?
I feel it would be too much, but, to revert to my first statement, its up to you.
Getting his Mystic Arcana back on a short rest would be a ludicrous bump in power. Do you really want to allow him to cast up to seventeen 9th level spells per day? (Not to mention seventeen each of 8th, 7th and 6th as well)
From your post it sounds like he's unaware that he'll be getting a 3rd refreshable spell slot at 11, (and a 4th at 17) perhaps this missing information is what he needs to see that the class is balanced.
my initial thought is...MASSIVELY OVERPOWERED. A level 20 wizard for example can cast ONE 9th level spell per day.
a 20 warlock could spam 9th level spells as a fast as you can take a short rest, not to mention 8th and 7th's that wizards and everyone else are quite limited on.

I could see a 17th level Warlock getting their 6th-level Mystic Arcanum back at the end of a Short Rest once/LR. Alternatively one might give them a Second 6th-level Mystic Arcanum at 17th level.

Just tell him to look at a Sorcerors and Wizard slots.
