Normally pre orders for D&D books are cheaper then buying it at launch.
I don't know where you buy your books but that's nTever been true for me, and they also stated specifically that there would be preorder bonuses :P

Theoretically could be done by Wizards but by calling it homebrew it can be put on the site and means the Adventurer's league community will not complain about missing out if they don't use this rescource. Theoretically they could look at this like UA and if wellrecived on this site move it into a future publication and look at if UAs as homebrew content here works. But this is kinda going into conspiracy theorying territory.

I am usually very anti pre-order. I think it's a bad practice as a consumer. However, access to the (I'm assuming?) offline app is very tempting.
