So, my GM has Tasha’s and we have access to it. I’ve selected the two switches that turn it on yet my Druid does not have the additional Druid spells. Is there a reason for this?
Make sure after you've selected those two switches to go to the 1. Race and 2. Class pages and make your optional selections. Under the Race you've chose there will be a "Origin Manager" tab. Under the Class (or classes if multiclassing) you've chosen there will be a "Optional Feature Manager" tab. That is where you will find a check box for the additional spells and it should solve your problem.
You may somehow do it, when creating a homebrew subclass, you can select if a feature is optional or not. The system is more meant for options like with the beastmaster companion, but with it, you may be able to make custom feature for most abilities with some workaround, you'll probably find more complete answers on the homebrew forum.

So do i have to buy the whole book(Tasha's) to access the optional class features?
As I understand it yes, or somebody who has bough the book in the same campaign group here on D&D Beyond has to share content to the campaign.

That's not something that's possible at this time.
