You can create whatever you want and use it privately. It's only when you ask for it to be published that it gets scrutinised. And what spells? Most of the spells I know of in UA are from the Starter Spells UA, and I think all of them made it into Xanathar's Guide to Everything. If you want to use those spells, buy it here.
They were rejected because they weren't your homebrew. You can't even have partially rewritten spells approved. You need to have enough changed, and even though the UA was published for free they aren't yours to post. They aren't officially released, so they probably can't add them in themselves yet. And what you did wasn't legitimate because they weren't your spells to have publicized. You may not like arg, but it's an actual homebrewed spell, and their goal isn't to decide what's good or bad, only what's legal. And the content IS complete. You can buy all of the books you can buy hard copies of.
Editing to back what 100pctOGL said, you can make PRIVATE homebrew copies of the UA and any spell from a physical book you own.
Unearthed Arcana will be added into DDB, however staff have waited until XGtE was out (since there has been a significant portion of UA was added into this source book). I do not have exact time lines, I'd recommend watching the next Developer Stream for more info on the addition of UA.
On the homebrew rejection piece - if there is any ever issue, the fastest way is to Private Message me - I generally handle the majority of the queue, however all Moderators can access and see the moderation history. There are a number of reasons why something may be rejected, one of them being copyright. You are welcome to add something from UA or even a physical book cop and use it privately, however attempting to publish will have the submission rejected.
