So at level 17, you’re supposed to get a second action surge. Yet DDB isn’t showing the Indomitable class feature. Why exactly? It’s in official WoTC content. And yes, I do know DDB is not WoTC.

Indomitable and Action Surge are two separate abilities. Indomitable lets you reroll saving throws, Action Surge gives you extra actions. Other than being Fighter class abilities, they have nothing to do with one another. What are you looking at, exactly?
edit: to clarify where you should probably be looking, abilities you get extra uses of at higher levels are listed at the level you first get them, where you get the one use. For Action Surge that's lvl 2, for Indomitable that's lvl 9. Regardless of your character's level, you'll still find them there - but they should indicate the extra uses.
Two, for you to say they are "cheating" you out it implies malicious intent. DDB isn't cheating you, if its not there it's a bug. I just made a L17 Samurai, and it lists the two uses of action surge, and three uses of indomitable that would be available to a Level 17 Fighter.

On the original uses for Indomitable and Action Surge, in the blocks for when you get those skills, it states that you get additional uses at higher levels. In the Class Features section of the character sheet, it gives the appropriate checkboxes.
If you click on the gear on the character sheet while on the website, it should give you an option for a sharable link:

Like I said, abilities are listed at the level you first get them. Only things that involve making a choice will be shown separately at the level you get to make a new choice. Look at level 2 for Action Surge.

No, it won’t show them in the character builder because it lists it at the earlier level.
At 2nd level, action surge says this:
Starting at 2nd level, you can push yourself beyond your normal limits for a moment. On your turn, you can take one additional action.
Once you use this feature, you must finish a short or long rest before you can use it again. Starting at 17th level, you can use it twice before a rest, but only once on the same turn.
And at 9th level, indomitable says this:
Beginning at 9th level, you can reroll a saving throw that you fail. If you do so, you must use the new roll, and you can’t use this feature again until you finish a long rest.
You can use this feature twice between long rests starting at 13th level and three times between long rests starting at 17th level.
And if you look at the actual character sheet itself, the additional boxes for tracking those uses will appear on your character sheet.
So DDB isn’t “cheating you” out of anything, nor is anything “bugged,” you just aren’t looking properly.
