Sorry if this has already been asked and answered but I'm trying to figure out how this would work but couldn't find any post about it. For example, if I want to make a ranger wood elf with the outlander background, how would I do that? The ranger class and wood elf race are part of the free rules but the outlander background is not. Another example is a wizard from the school of Enchantment. Do I need to buy a subscription or the phb to get spells, races, classes, ect. from the phb? Thanks.
Since the content you may need, a specific spell, a specific monster, a specific playable race, etc. may be in one book you already have, vs another, not it isn't. Organizing the sales based on the publications of books makes purchase of all the acquired materials necessary for the program to replace carting those books around or require carting around both the computer and all the books for the things the program won't bother to provide.
It would have been better to provide different kinds of purchases based on different kinds of categories. A starting spell package with core spells for say 1st through 3rd level. A spells bundle with all canon spells. A set of spell collections based on classes which contain all spells from all sources for that class. Equipment lists done in a similar manner. Magic items done in a similar manner. It isn't like the database wasn't created. Nor is it like a shell can't be created which would compile these on call based on what the buyer wants in their purchase.
And, this is all still a temporary product for a couple of years before it becomes obsolete and unsupported. Which is exactly what WotC did with their 3.5E digital supports when they created 4E. So, not only am I not seeing anything that benefits me as a creator of my own campaign materials, not seeing the functionality I need to support DMing even with canon materials, not seeing a sensible division of sales options for consumer choice, I am continuing to not see a reason for the cost to be as high as they are as I contrast the amount of program available to other programs for which I have spent less.
If you are the sales team, you do not have a sale.
What would be really cool is an Adventurers League package, one for players with all player AL resources, and one for DMs with adventure books.

Single example: I can use it to view the spells in the game in a variety of different styles, such as only spells available to a particular class, or spells of a particular level, or a particular school of magic - while my print copy of the PHB only lets me see the spells in alphabetic order and always displays all of the spells no matter what subset of that list I am actually looking for. Now, that is something that can be duplicated with time, effort, and freely available software - but whether its the functionality at hand or saving myself the time and effort to compile my own database, a luxury it is.

Not quite. My argument is that "I can't afford that" and "the price is too high" are not necessarily functionally the same when talking about non-necessities. That's why I kept using examples of things that are outside my own price range (and the average income range for my almost entirely rural state that I live in) - to highlight that those items prices are not "too high", and yet I can't afford them.Thanks

Long story short - you shouldn't expect to get something for free just because you bought the same thing elsewhere. And in all honesty, the prices here are the lowest available price for the content anywhere. If the price of the physical books can be fit into your budget at all, then these prices should be able to as well. This is a luxury good/service for an expensive hobby and the only barrier to entry is the willingness to invest in it.
That may over simplify it a bit, but I hope it gets the point across.

So I just paid $150 for the books and now I will have to pay another $60 to access them digitally? Can there not be a way to show you recently purchased the books and get a bigger discount on the digital version?

The retailer who sold you physical books isn't Curse, so why would Curse have to reimburse or discount your experience of their services? They had not received any of the compensation you paid the previous retailer.
