The spell definitely happened, but she's gone, effects unknown. She and Steongheart were teleported somewhere by Elidon.

But the current rukes say one slotted spell per turn, so i dont think you can cast charm creature as well this turn. I dont think this imoacts anything except you save a spell slot.>
(No worries, the charm creature is an ability from the (Fey Step: Autumn. Immediately after you use your Fey Step, up to two creatures of your choice that you can see within 10 feet of you must succeed on a Wisdom saving throw or be charmed by you for 1 minute, or until you or your companions deal any damage to the creatures. In my reading, not sure its a spell, seems to be a bonus action, but I'm sure everything was happening at once so she disappeared).
Piccolo looks a tthe group, raising both hands, and seems to humph with her breath.

Did you want to deal wirh Endelyn now? You know you can't kill her without an eclipse. I just removed a fight and sidestepped running a pet NPC. I. Willing to undo this if it's what you want, though. So, what's your plan? You've got a unicorn, horn and all. He's still in the castle. Throne room with some bad guys, cauldron with a jabberwock, and the majority of the unexplored upstairs. And of course, Zybilna, herself. And there's one cool room on tje first floor you didn't check, but it can definitely be skipped. It was beside the hall with the rug.

Everything in this tower appears to be frozen in place. A five-foot-wide ledge at floor level circles the room, and a row of five iron levers protrudes from the wall above the ledge on the far side of the room. Five feet below the ledge is the surface of a pool of reeking sludge. Five slender, gilded cages dangle from chains that hang down from holes in the sixty-foot-high ceiling. Three of the cages are occupied. Suspended in midair outside each cage is a pixie holding a tiny, gilded wand.
Each cage can hold one Medium or smaller creature. The cages have no doors or locks;
The cage suspended 10 feet above the sludge contains a manes.
The cage suspended 20 feet above the sludge contains a male high elf.
The cage suspended 40 feet above the sludge holds a nameless, unshaven man with a crescent-shaped scar under his right eye.
Standing motionless next to the levers is a man garbed in black whose face is half-hidden by a hood. A bat-shaped amulet hangs around his neck, and he tightly grips a quarterstaff.
<Hmm. I don't knoww if it's an official symbol of it, but that guy is a priest of Orcus. You might not know that specifically, but you'd guess it's something along those lines. Hes an overtly evil looking gent, in your professional opinion>
Piccolo goes and examines the levers. Satisfied that she understands how they work, she will lower the cage with the high elf inside. Then, examine how to open the cage.

You perceive no way to open the cages. You do recall that thus domain was made by a powerful mage, though, and such things as mundane loxks may never even cross her mind.
The levers move, but nothing happens when you move them.
As youre right beside him, you notice that the man with the bat medallion is nkt frozen in time, but subtly moving, breathing, less than should be possible for a living humanoid, but living and not frozen. If you don't wish for him to know that you realize this, make a deception check contested by his insight: 8.

"Perhaps we free one of the prisoners and try to figure out just what is going on here."
Trisk will gesture towards the least threatening of the 3 caged prisoners.

Does piccolo recognize any of the folks in the room or know their names?
I think not. I don't think Picollo was in the throne room, but I might ne mistaken.
