For a normal goblin attack, they may raid and burn things in large groups but don't make an effort to attack a very superior opponent. And the overall war style of goblins is quite basic, basing their power on their numbers rather than individual strength. You know that it has been not too long since they have been attacking, but still a while. The goblins have done some threats on the village and attracted much attention, but not causing that much damage because of the king's forces.
And it is fairly common for orcs to join goblins, although it is usually the orcs using the goblins while paying them well.
Something else you noted is goblins are weak individually, and if they actually want to deal damage they will attack in large forces or really on powerful leaders, typically orcs or hobgoblins that are especially powerful.

Rain's head swivels to stare at the flare. Without turning his head, he calls loudly back to the others: "Saralyn, Corric, come look!"
More quietly, to Salchar: "That looks like a signal. In the daytime, it wouldn't light up anything. Unless it's the side effect of some spell, the purpose to put up some a light like this is to send a message. Or maybe to mark a spot."
To Jor,"Tiefling, ask the guards whether Sand would use a green light in the sky as a signal!"

"The signal was not meant for us, but we may learn something if we can find who sent it or see who comes in response. I think that I could lead us roughly to the spot where the light fell."
Rain quickly checks his gear and adjusts his pack and quivers. If the others express agreement about going to the signal, he simply says: "We will try to remain hidden, but we should expect danger. Decide whether you want to stay here or join me, but we should leave right away."
