Scupper, you didn't mention that you stood up, so that means you used your action to disengage, then ten feet of movement to crawl to C15: crawling uses double movement, and you need to be obscured by Dekhan (i.e. behind him) in order to hide. You then used your bonus action to hide. You still have fifteen feet of movement left; you can use that to stand up or crawl another five feet, if you like.
You are most definitely hidden, though.

Dario, Redbrand 3 tries to dodge the arrow but misjudges, and it takes him in the shoulder. He gasps, almost silently, but stays up. He takes 14 points of piercing damage, including the Hunter's Mark bonus.

Ok...as i see it, Strix, Dekhan, and Vaz are all down near me. Incantus, Fancy Horse Lady, and Dario are all using ranged attacks, 3 Redbrands remain all in HTH range of Scupper? Sneak attack followed by cunning action hide behind another body? Or would that require another Nat 20?

Redbrand 4, untouched up to this point, finally takes some damage and there's a nasty burn across the side of his face.
In normal circumstances, hiding behind a prone body is quite difficult, even for a halfling behind a medium-sized body. Dekhan was still up when you hid before, and it made sense for you to stay hidden when he fell, but hiding when the body is already prone is a bit different.
Scupper will need to move to get into range with either of the two remaining enemies, but may not have enough movement to get to something that will obscure him sufficiently for the hide action to work. You can try though.
The two surviving enemies are Red 2, who is badly hurt, and Red 4, who is slightly hurt.
Scupper steps out from behind Dekhan keeping the 5 feet between them as he pulls his rapier out.
