Morphswoops after the spined devils as they fly low over the rooftops. He cannot quite catch them, so lets loose an eldritch blast that misses, striking a chimney as the devils weave around it.
(Side note - range of Heroism is actually touch, so with that in mind perhaps I tapped Rethan on the shoulder instead? Sorry Morph! Got a few more for you whenever I catch up. Big round coming up, though)
Seeing Morph swoop out of sight, Mal will lock eyes with Rethan for a moment. "Got that helm handy? First one to catch up gets a free round!"
With that, Mal will stride around the center of combat (avoiding AoO, if possible), tapping Titus on the back as he passes while whispering something under his breath (Mal casts Heroism on Titus) and will stride towards the window. As he approaches, still walking backwards, he will strum out a single 9-note chord on his dulcimer, fingers rippling like snowmelt in a ravine. Laniel feels a surge of inspired energy flow through him (and receives bardic inspiration). (performance: 7) With a not at all faked stumble, Mal topples backwards out of the window, immediately casting featherfall on himself as he begins his descent (should be down to the ground by next round and ready to chase. Locate object is still running, so I should be able to give a good pursuit with my +2 con mod as well for extra dashes).
TLDR:
Rethan received my first heroism, not Morph, since Morph was already out beyond the window.
Movement: Around combat and to the window, falling out of it at the last second
Action: Heroism on Titus
Bonus action: Bardic inspiration on Laniel
Reaction while falling out of the window: Featherfall on self

Malraces furiously through the streets of the South Ward. He turns, hot on the trail of the devils and encounters a maze of crates and barrels being restacked outside a shop. He attempts to vault over them (Acrobatics: 9) and stumbles, having to slow to keep himself from crashing into the side of the buildings. He loses a little ground (15 feet) but still mostly keeps up with the pace of the devils.
(sorry, my infant daughter mashed some keys. I rolled a 9 for Mal on his acrobatics check)
Titus looks at Seffia unconscious on the ground, and Vaelle slowly recovering. He turns to Rethan, “The Helm... can we use it to get the jump on these devils? Maybe we can help them recover the object.”
(Can they still see the devils from where they stand?)

Looking forward again, keeping the devilwith the item, fixed in his view, Morphpulls out his crystal focus and mutters an arcane phrase, casting Silent Image.
As he finishes the spell, his eye stop glowing and a 15ft long, 5ft round, bright red cartoon arrow appears 60ft above his head.
The arrow follows Morphas he flies after the target devil, always pointing in the devilsdirection.
Keeping his eye's on the devils, Morphshouts over his shoulder,
"FOLLOW THE ARROW, IF YOU LOOSE SIGHT OF THE DEVILS!"
Morphflies as directly after the devils, as he can.
Action: Cast Silent Image: Create a giant 15ft long, by 5ft high, bright red cartoon arrow to point the way to the devils
(I was going to use my action every turn to move the image along with Morphand point it at the devilwith the item. Of course that is based on Morphsability to see the devils.)
(I was thinking more like a dex check or something to grab on and not fall if I teleported into the air next to it, but if you think that'd take an action (since it's basically a grapple), I can teleport underneath (and possibly ahead) of em instead and let titus have his action)

Where Morpheus went high, Mal goes low, darting past Seffia, who takes a swipe at him as he falls out of the window, much to her shock.

He falls gently to the ground, upon which he begins running into the streets in pursuit of the three devils fluttering over the rooftops.
Titus and Rethan are up next.

Seffia dodges the blade of the glaive but doesn't see the butt of it coming as it smacks her hard in the temple, knocking her out.

(Yes, the devils are 310 feet from the windmill, so easy to identify from the window of the apartment.)
Morph kicks up his speed to match that of the devils, keeping pace with them almost perfectly. They keep ahead of him about 35 feet.

The rooftops are clear of any obstacles or distractions, so Morph remains hot on the tails of the spined devils.
(How far are the devils above the ground?)
(They are about 10-15 feet above the rooftops, most of which are a double story buildings.)
(Would it be possible to try to teleport within melee range and make a check to try to grab onto him?)
(Looks like the helm requires an action to use. But Titus could still make an attack action.)
