LeShanna will attempt the ring (Acrobatics: 21), if successful, she uses an action (or two) to dash as far as possible to the buoys, without going underwater. Because she would have to use both dashes to attempt to release a buoy which means LeShanna would end her turn underwater.

Your previous swim down did require a bonus action dash. Since you are down there and don't need oxygen you do not need to make a constitution save to stay underwater. However, Toxic is unable to untie the second buoy.
Your current point, dashing through the ring, gets you 5 ft away from where the buoys are 30ft down. So next turn with a swim speed, it would require 35 ft of movement from you current location to attempt to untie a buoy, or 70 ft of movement without a swim speed. Attempting to untie a buoy is an action, so keep that in mind, that you wouldn't be able to dash and attempt to untie a buoy. Also, ending your turn underwater will trigger a constitution save if you cannot breathe underwater. On a fail, you cannot use actions/bonus actions/reactions until you take a breath of air.
Stonetree is unable to release another VELUTHE buoy. You succeed on the save. (If you fail the constitution save, you cannot take actions, bonus actions, or reactions until you take a breath of air. Basically the only thing you can do is spend your movement to go back to the surface.
Initiative Round 7:
LeShanna:Concentrating on Haste. Unties a buoy, fails her CON save.
Khan: Cannot clear 2nd ring.
Kurot: Clears 2nd ring, dives underwater and succeeds on CON save.
It's an action to attempt to crawl under the log, but on your next turn you could dash, as the ring attempt doesn't require an action.

You're correct, he shouldn't be allowed to dash lol I got confused on my own rules! It has been corrected and that roll will be for his next turn.
