Atop the region of Firefell lies the serpentine kingdom known as Snakeskin Valley. The yuan-ti thrive here among the other races, with several dungeons around the valley with stories that can only be told in enchanted books. The annual Red Winter Festival is here, where several people of all races, types, and kinds gather at Central City for a joyous time, thanks to the Ruby Snowflake; a powerful crystal artifact that prevents bad omen in the valley. However, just at the main event where the crystal puts on the light show, a beam of energy is fired at the Ruby Snowflake, shattering it into seven pieces, and scattering it across the kingdom. Thus, without the protection of the snowflake, bad omen, despair, and darkness cover the valley. Can anyone find the pieces and restore peace to Snakeskin Valley. (Note that the campaign will begin during the festival)
Character Requirements I'm looking for 4-6 players for this campaign. If I get more than six, I'll have to pick who us in and let the rest go.

Ability scores are Standard Array or Point Buy
Ebberon and CR are allowed
UA is banned
All firearms are banned
Homebrew is allowed, just make sure I approve of it first

All i did is heavily nerf the adult tarrasque, and add some personal flair. Yes it's homebrew, and i couldn't make it public. I just really love tarrasques, not because theyre OP, but because they're so cute <3. If it's really a sticking point, I'll pick something else, but i would like to keep it. Some of the scores are buffed (Int,Wis, Cha) but thats because of how it's raised.

He just wants to prove that he can make them work. Aside from his "garage siege weaponry" fixation, and his business manufacturing and selling weapons and gadgets, he himself is a skilled hunter, archer and crossbowman.
Please advise if this character is accepted. Also, as this is a level 5 game, how would you plan on handling our starting equipment? X Many Rare, X many Common, X Many Uncommon, etc?
I can put a character sheet together but I would first prefer to confirm if the character has been accepted to the game, and the above noted details on how starting gear will be handled for these level 5 characters, prior to doing so.

Thanks, I assume you meant to include Fighters with the martial classes who gain the +1 weapon?
Also, Artisan Tool proficiency is granted by the guild artisan background. I saw Halec as someone who can build his own complex devices, like crossbows, and who honestly could build siege weaponry if he had the resources (which he doesn’t). There is no engineering skill, it falls under tool proficiency. Would you consider making crossbows and other complex moving part weapons a Tinkers Tool function, or would it fall under Bows with Bowyer, by your thoughts?
It isn’t intended to necessarily come up in game, more as an amusing character trait for color, that he has half finished trebuchet in his yard and books on siege weaponry and a weird fascination, like a fanboy for that sort of thing.
Also, does this take place in an established setting (Forgotten Realms, Eberron, Rokugan, Iron Kingdoms, etc) or in a home brew setting? I could not tell from the initial description.
