(@Grx & @Drache: I'll call your rolls leading-by-example checks, so a 16 and a 1, respectively.)
A realization sparked, Utar springs into action by calling his friends to help and then summoning two successive showers of divine rain. No clouds appears above the flames. Instead, each heavy droplet of water comes into being from a tiny spark of golden light. Bystanders and volunteers alike gasp in awe of the miracle they are witnessing, only refocusing on the task at hand once Graxx grabs idle buckets to fill with the extra rainwater. The volunteers follow Graxx's lead in redirecting their buckets' loads at the base of the flames instead of the front of the house, while Utar maintains the rain showers. Like many of the bystanders, Neya observes the action in awe. By the time she snaps out of it and grabs a bucket, most of the fire is already contained.
Doozey and Biscuit use this time to focus on a different kind of problem to solve. After being told that the fire is unlikely to be an accident, the pair tries to look for potential incriminating faces or scents in the crowd. The stoutling comes across many expressions of surprise, fear, and helplessness. No one seems to have a dead-give-away sort of look on their eyes or an evil-doer smirk. When Doozey turns to look how Biscuit is faring, he notices that his mastiff is growling at a street dog who also seems enticed by the flames. There are three or four stray dogs around, but Biscuit is staring at a particular one: a brown, medium-sized mutt whose scent seems to deserve special attention. The brown dog notices Biscuit at that point, and casually walks away, unafraid.
As the flames die down, most of the spectators stick around for no more than a dozen extra seconds before returning to their normal days. Some even clap at Utar's direction before leaving, and a lady in particular yells "praise be to Torm" noticing the half-orc's amulet swinging about. A handful of civilians remains, wondering out loud if anyone should/will go inside to check the damage. A man volunteers but his wife convinces him not to, as "the building could collapse at any point." That warning seems to be enough to dissuade any other would-be volunteers.
Though some instincts told him otherwise, after a moment's hesitation, Doozey nudged Biscuit to follow after the mutt. The duo were strong again, after all. What one mutt could do against the dynamic duo now. Still, if there's any chances of flagging down at least one member of Crap beforehand, then the stoutling did so in a hurried wave as Biscuit carried him off after their target.
Having been noticed already, an attempt at stealth is abandoned for flagrantly tailing the dog until it tried to full on run away. At which point the duo would pursue with the stoutling likely at least considering drawing Pip on the fleeing pup.

With the flames extinguished, Utar casts an eye over the rear of the house. Knowing it to be likely fruitless with any tinder or accelerant now burned away or waterlogged; still, no harm in looking.
Pondering those last words, he decides it best to try being thorough. Kneeling on the muddied ground, he traces a crude outline of a hand before taking a breath and beginning to quietly chant.
OOC I'm hoping Utar has the time to cast detect magic as a ritual. Although depending on the skill check or circumstances he might not get ten minutes to finish.

"We all gotta go sometime" says Graxx.
Graxx walks up and looks at the building. He takes a big breath in and exhales slowly... Then Graxx walks into the collapsing house looking for anything that looks like it started the fire.
From the corner of her eye, Neya sees Doozey and Biscuit take off in a hurry. Thinking that he may be on the trail of something, she goes to join him in his pursuit.

Utar and Graxx take up the responsibility of looking at the house. The cleric inspects the burnt outside while the barbarian volunteers to go inside (after all, Graxx has plenty of experience with huge wooden structures falling on his head... flashback to The Third Dracolich).
Utar: There are no obvious fire-starters around, at least not looking from outside. However, the house still stands, and as such, you can tell that one of its corners seems more damaged than any other portion of the building. Whatever/Whoever started this fire clearly picked that spot for ignition.
Graxx: You open the still intact front door ready to take a good look inside. As you do, a puff of smoke rushes toward your face, forcing your tear glands to spring into action immediately. You are effectively blinded for the next few seconds and instinctively back out of the house.
Agreeing that they need to give it some time before going in, Graxx rubs his eyes clean as Utar begins to perform his Detect Magic ritual. Only a few bystanders remain now. Most have lost interest now that the "show is over."
(@Grx: Feel free to do whatever while Utar focuses on his ritual.)
Even before the pair started their analysis, Doozey had already decided to focus his investigative attention elsewhere. The hunter waves at Neya, who follows him and Biscuit towards the northern part of the residential district. The brown mutt continues to walk away from the scene, taking as many corners as it can and picking up its pace when possible (but not really running). A few minutes pass as this low-speed chase develops, until the stray dog leads Doozey, Neya, and Biscuit into an open but mostly empty alleyway. Three more stray dogs come out from around corners on both sides of the arriving half-party. They begin to growl and take a much more aggressive stance.

"Looks like I got us in a wee bit of trouble again, Brother." Biscuits "Boofs" in agreement, a rather happy sounding boof. "Oh! That's a good idea, Brother. Let's have'm chase their tails--Ms. Neya? Do take care of the ones to the south end, won't you? Gentle fist, if you would." Doozey request, before Biscuit bounds over to the north with halfling in tow. Along the way Doozey draws his newly silvered rapier and bloods the blade with a special notch he had added in its reforging.
Thus by the time he is springing off Biscuit, and comes out a combat roll forward, the passed down blade is charged with tainted blood that the stoutling has little compunctions with stabbing into the leg of a mutt! Biscuit, on the other hand, continued off to the side, harrying the mutt with rumbling growl while crouched low; ready to spring away at a moment's notice.
Movement(Biscuit): To I-7(w/Doozey Riding).

"I know times are strange, but arsonist dogs..?" Neya sighs with skepticism. "But, I don't think they'll let us off without a chase or a fight. In either case, it's time for them to take a short nap."

Neya and Doozey agree to split the burden and approach different pairs of dogs. The monk moves south (to Q-6) and tries to force the two nearby beasts to sleep. She tries to karate-chop the dog west of her (the one in Q-5), but it moves out of the way of the strike. Neya uses her momentum to keep the chop going, hitting the other mutt (the one in R-6) right on the back of its neck (Brown Mutt #2 takes 7 magical bludgeoning damage.)
As the monk raises her arms in defense, Doozey reaches his target. The hunter lets some of his own blood coat his newly silvered and baptized blade (Doozey takes 3 damage.) He then snaps a quick poke at a nearby dog (the one at F-6, Brown Mutt #4 takes 10 piercing and lightning damage.)
Biscuit continues to circle around a different enemy, ready to dodge any incoming attacks.

The two untouched dogs snarl ferociously. Their muscles begin to swell and the snapping of bones and tendons is audible. Soon, they stand upright, and are now about the same size as Neya. The transformation is quick, but not quick enough for them to be ready to attack.
The other two dogs remain on all fours, but their eyes begin to shift colors to a sickly green.

"Oh... well then. That isn't something you see every day."A wide-eyed Doozey utters, before steeling himself once more. In the next moment, questions are cleared from mind as he sprung away from one, to mark the other with a vile epiteth spoken in sylvan, weighing it down with an omnipresent feeling of the inevitability of death. Then came the rapier twice over, only for the first to be a faint, and the second another holing strike at a leg.
Biscuit, during the interim, remained undaunted by the transformed foe, having already sensed something off in its scent. If anything, his fur only appeared more ruffle over the revelation, and any attempt swipe at Brother Doozey.
Movement: To F-7, provoking an OA.

Future Reaction(Biscuit): If any OA is provoked - Rip and Tear. (Non-Lethal)Bite - Attack: 9 Damage: 7 non-magical piercing. If the target is a creature, it must succeed on a DC 11 Strength saving throw or be knocked prone.

AT THE FIRE-SCENE
Utar is about half-way done with his ritual by the time a brave bystander approaches, unable to contain his curiosity. Having already chosen to stay by his friend's side for now, Graxx acts like a bouncer, explaining that Utar cannot be disturbed at the moment as he is investigating the fire with his "wizard" talents. The fan seems a bit disappointed.
AT THE ALLEYWAY
Still maintaining her non-lethal approach despite her foe's clearly abnormal transformation, Neya delivers two quick punches to the snout of the magical (?) dog by her side, knocking it out cold (Brown Mutt #2 takes 14 magical bludgeoning damage and is DEFEATED.) The shadow monk quickly turns to then deliver two kicks to the humanoid mutt's chest. The creature yips in pain but remains on its feet/paws (Brown Mutt #1 takes 17 magical bludgeoning damage.)
Biscuit continues to keep an eye on his chosen target, but Doozey takes a more proactive approach. He offers his unprotected back to the nearby furry humanoid in order to land a debilitating blow to the quadrupedal foe.
The hunter's new armor is already proving its worth. The creature's longest fangs accurately find some of the metal studs in the leather and it recoils having tasted blunt metal. Doozey finishes the thrusting move of his blade, surgically piercing through the other mutt's two hind legs with a single blow. The dog is still conscious, but thoroughly out of the fight (Brown Mutt #4 takes 19 piercing and lightning damage and is DEFEATED.)

WIS saving throw {DC 10}:
Doozey: 23

Doozey averts his gaze, but Neya does not react as quickly. The woozy feeling she briefly felt earlier takes over her mind and she falls to the ground in a heavy slumber. Freed of its attacker, the humanoid mutt in the south runs away from the fight (out of the map to the south.)
The last remaining enemy also tries to run (out of the map to the east). Biscuit gets a good bite at it before it gets too far (Brown Mutt #3 takes 5 piercing damage.) Nonetheless, it does manage to run away.

While the hunter within urged him to give chase, turning to see Neya downed, the stoutling gritted his teeth... and fought down the compulsion. "Brother. Grab that one. Bring to Neya." He requested, before finding his attention again on the direction his other prey had fled away. If at all still within his field of vision, Doozey utters the epitaph once more, marking it in mind and spirit as 'prey'.
Though rather able to or not, the stoutling heads over to Neya's fallen form, cleaning his rapier in the crook of his arm to end the enchantment, before finally sheathing it once more. "Don't worry, Ms. Neya. I-I got you. Uhm-..." He kneels at her side to examine her condition, before daring to try and shake her awake. In success or failure, he turns back on the creature Biscuit dragged their way, giving it the hunter's squint. "You're no mutts are you." He murmured as various old books are poured over in mind.
Utar continues his chanting, glad that the barbarian is close by to stand watch.
Coming to the end of the ritual, Utar opens his eyes. Blinking in the daylight, a swarm of colours swim and swirl in the air before him before his vision settles into view.
(OOC I mean I assume we're coming to the end of the ritual for narrative purposes?)
