I can see it in the app. The old app used to have a setting for updating the manifest that often helped in these cases, but I haven’t found an option like that in the new app…unless it’s “restore purchases” but inhale a feeling that may just be purchases made in the app.

If it's being shared with you via a campaign, then you can only use the shared content for characters that have joined that campaign, even if you're able to read the material.
If you own the book yourself, check your Marketplace info to make sure your Entitlements are in sync, and see whether the Product License might be for the Compendium and not the full book (which wouldn't give you access to the character builder options.)

I had already run down my marketplace options and everything looked normal there. I get the full versions of everything so this caught me by surprise. Just happy to chugging forward with the next character concept - I'm currently building for a charity game that we will be streaming from Gamehole Con in a few weeks!

Just curious, I didn't preorder, but is it possible to still get the Ringmaster's Dice set with purchase?
Not at the moment, I'm afraid. Though there is always the possibility that preorder bonuses like the Ringmaster's Dice Set may be available again in the future in some way.

I'm in the same boat re: the app. Witchlight is shared with me via a campaign, and I can see it through the website, but it still hasn't shown up in my app on 2 different devices. I've logged out and back in to no avail and really don't want to have to delete, reinstall and redownload everything...
Also to note, I have seen multiple updates to other content recently, so I know it's syncing.
The book wouldn't show up in the android app for me. I logged out and logged back in to no effect. I have all my books stored on external storage. I deleted the app and then reinstalled it. When I logged back in the new book showed up but it indicated that I didn't have any books installed. I went to the settings and turned on save books on external storage and all of my books then showed up without having to redownload them.
Did they? Nice. That's something at least - thanks for pointing that out!
Edit: That does not work for me. Reinstalling the app did finally work to add Witchlight to the lust, but I also needed to redownload everything. Ah well, worth a try...
While this (uninstall/reinstall) seemed to work when I did this too, and I now have access to the new book, flipping setting back external storage made it appear like I had access to all my previously downloaded content, but I could not actually access the previously downloaded content. Notification says to redownload all of it again. I verified before doing this that I could access my downloads fine. PITA! I own the full library, so this sucks. Very disappointed this app continues to have problems showing new purchased content whenever new books come out.
I reinstalled the app and saw the book on 9/23, however now (9/29) it is gone. It appears to take a few minutes to load what books are available but when it is done I cannot see the book.
Under CH 4 Yon: Motherhorn: Motherhorn Locations: M6
it says "Klee Westerly (a nonbinary human from the world of Tal’dorei) paces angrily while muttering his lines." Tal'dorei is not the world, the world is Exandria, the continent is Tal'dorei.
Chapter 4 (Yon), end of the Evil Kite section is this sentence "Roll on the Feywild Trinkets table in the introduction to determine the trinket." I believe "Feywild Trinkets Table" should be linked.
Under CH 4 Yon: Motherhorn: Motherhorn Locations: M6
it says "Klee Westerly (a nonbinary human from the world of Tal’dorei) paces angrily while muttering his lines." Tal'dorei is not the world, the world is Exandria, the continent is Tal'dorei.
D&D Beyond reproduces the text as it appears in print. If Wizards of the Coast releases an errata that changes this text, it will be updated here to reflect any such changes.
